Anyone recognize these wheels?

A friend of mine is cleaning out his parents garage, father passed many years ago, mother last summer.  This is what he found in the garage.  New, one box was never opened even.  The father never had anything to do with airplanes as far as we know, so it's anybody's guess on why he had them.  They are for 20"x4.4" tires.  We are trying to find some one who has a use for them, (after we find what they might fit)  Won't work on the Kitfox or Avid, I'm sure of that.  Thanks,  Jim Chuk
