Meaning of "100 solo hours" suggestion for test pilots in AC 90-89A?

In other discussions, "solo" time is pretty clearly defined by the FAA as time when the pilot is alone in the aircraft. 

 

Is that generally accepted as the intent of the test pilot requirements section of the AC?  It's a suggestion rather than a requirement, but I'd still like to understand the spirit of the AC.

It would be great if we could figure out why they make some of these rules.

My best guess, is that if you have not made poor decisions that you couldn't handle while flying alone as a new pilot, with no one else in the plane to correct your mistakes, for 100 hours, then, maybe, you are competent to take on the challenge of flying an unproven aircraft.

I would not bet on that being enough to be a "test-pilot" in anything except a proven design that you are qualified to fly.

I might have some nightmares if I think too much about what I got away with during my first 100 hours... I sometimes wonder how the plane survived my idiocies!

And, I am not about to put anything in writing........;>)
