Posted 8 July I am going round and round with the San Antonio FSDO, attempting to get them to accept my AWC request. They insist that the wording in my program letter does NOT meet the requirements, but do NOT offer any suggestions. It's the "rock" request- bring me a rock. Nope, that's not the rock I wanted. Bring me a rock.. (5 attempts thus far)Here's the complaint:----------The program letter: in accordance with FAA order 8130.2L chapter 15 (21.191(g)) section 15-4 (a)(2) Program letter complies with 21.193.In accordance with 14 CFR 21.193(d) In the case of an aircraft to be used for experimental purposes--The purpose of the experiment -You have this. The estimated time or number of flights required for the experiment- You still need this. The areas over which the experiment will be conducted-You have this.Three-view drawing-You have this.---------My last offer:"'As per the requirements of FAA (AC) 90-89c as interpreted in the EAAFlight Test Manual (V 2.0), a minimum of 20 flights will be required tocomplete the flight testing using the task-based approach, utilizing theEAA flight test cards. An Aircraft Operating Handbook (AOH) will bedeveloped during the testing program.'" Which wasn't good enough. So, here's my request:Has anyone asked for, and been issued operation limitations utilizing task-based testing? As an added extra, has anyone been issued operating limitations which include the new MOSAIC permissions for additional repairman's rights, as pertains to conditional inspections? If so, I would GREATLY appreciate the wording of the limitations. And maybe the wording in the program letter Thanks, -Jack (Once again, firefox no longer allows entry. Had to use edge.) Posted 9 July I hope some one will respond to your questions. I'm just about to submit my paperwork for the airworthiness DAR inspection for my Kitfox 4. I wonder about some of these things as well. JImChukI've never had to use a DAR up till now. All my rebuilds were on previously flying planes.
Posted 9 July Oddly, I think the DAR will work with you, and all will go pretty well. I'm ATTEMPTING to go through the local FSDO rather than utilizing a DAR. The "local" DAR is currently unavailable, so I figured..The FAA (allegedly) recently restructured their divisions, and now the airworthiness process goes to the division that used to handle only the big stuff. And, I'm pretty sure that I'm the first amateur build they've attempted to deal with, as I'm having to point them to the information I'm talking about. We were supposed to have a call to straighten things out today at 2, but they cancelled at 11:30, won't be back in the office until Tuesday. I've been trying this for almost 3 months! I did my Catalina with a DAR, and while he stumbled a few times (and now I know why!) he worked with me to get it done. He's retired now, dang it.Be sure you request your repairman's certificate using an 8610 along with all of the paperwork you submit. The EAA has the how-to information, but they want to sell it to you in the form of a certification kit. I bought it. I may have to buy another one and have it delivered to the San Antonio FSDO. And, the "new" hot-button inspection item is the compass card properly filled out (IF you have a compass!).I'd still like to see a recent operating limitations for amateur aircraft. IF I get this worked out, I'll update this thread with the proper incantations. My kitfox came in within a pound of yours! -Jack
Posted 9 July Looks nice. I messaged my DAR today, and he sent some forms including a copy of a program letter. I had sent him one that I reworked that a DAR had a friend of mine use in Arkansas. My DAR suggested going with the task based phase 1, I've got to research it some more. I don't really mind the 40 hours setup, usually I just fly close to home by myself anyway. Not sure yet which way I'll go. JImChukPS Got any decals for the cowl yet? A friend of mine made mine, I came up with the pictures and he has the machine to make the decal. I'm sure he still has the files....
Posted 11 July you can read up on the task-based in (AC) 90-89c. It basically has you step through the testing, and as you go, you develop an aircraft operating handbook.BUT...the suggested operating limitations allow you to fall back and complete testing in the old 40-hour way if you so choose, without having to notify the FAA again. So, no harm, no foul. Rather than create the cards, I did buy the flight test manual from EAA.Doesn't hurt to try. I like the decals, but think the bump cowl would get in the way. I kept fighting the oil cooler installation, couldn't make it fit, until I made the (used) round cowls 3 inches longer. Jack
Posted 11 July Just planning on the 40 phase 1 myself. And yes, it seems that the 582 round cowl needs to be extended 3" for a 912 installation. JImChuk
