From spar attachment point

I just noticed this repair (?) on the front spar attachment point on the Kitfox 4 I recently purchased. It's hard to see but a hole has been drilled through the spar for a bolt. I'm not liking the looks of this. Any suggestions? 

BTW the plane requires pretty much a complete overhaul.

Is it someone's idea on how to fix a wallowed out bolt hole?  Got a few more pictures for different angels?  JImChuk

Not sure of the reason why this repair was made. Unfortunately no other pictures at the moment. Plane is in storage 40 minutes from me.

It looks to me that the reinforcement plates were broken or cut off. Then a small section of tube riveted over the existing spar tubing. And then drilled.

Have to get more pictures I would say.  Also, wonder if the other wing is done the same way.  Some times people think they are smarter then the factory, and they have a better idea.  Some times they do, other times they haven't got a clue and act accordingly.  JImChuk
